Competitiveness ranking of São Paulo municipalities: a performance view based on social indicators

Abstract

Municipal management is a relevant and complex topic in public administration and for society due to the diverse variables and multifaceted social contexts involved in managing the allocation of resources for the well-being of the population. In this sense, the competitiveness ranking of municipalities was established in 2020 with the aim of publicizing and guiding the strategies of public leaders based on dimensions, pillars and indicators. Therefore, the objective of the work was to evaluate and develop considerations based on the municipal investment capacity of the five municipalities with the highest consolidated revenues in the State of São Paulo in 2021 and present in the ranking. The study methodology was qualitatively quantitative, with a view to carrying out regression analyzes with the variables placement of the municipality in the São Paulo ranking, consolidated revenue and estimated population - IBGE 2021 and the three dimensions of the ranking - economy, institution and society - to understand correlations based on the variation in the behavior of one variable in relation to another. As a result, a low correlation was observed between the variables placement of the municipality in the São Paulo ranking and consolidated revenue, as well as different efforts between municipalities in allocating resources. In this context, new possibilities for analyzing the level of municipal competitiveness under other social indicators were indicated in order to provide an analytical complement to the performance of these municipalities.
