INTEGRACIÓN PRODUCTIVA Y RETENCIÓN DE LOS BENEFICIOS ECONÓMICOS:

EVIDENCIA DE LAS REDES DE PRODUCCIÓN ENTRE BRASIL Y LA UNIÓN EUROPEA

Resumen

Este estudio analiza la integración productiva entre Brasil y la Unión Europea, con énfasis en la retención de los beneficios económicos generados por las redes internacionales de producción. Aunque la participación en cadenas globales de valor puede ampliar la producción y el comercio, los beneficios asociados a esta integración no se distribuyen de forma homogénea entre los países participantes. El objetivo es identificar los sectores responsables de la transmisión de efectos económicos entre ambas regiones y evaluar la capacidad de retención doméstica de la producción, la renta y la recaudación tributaria. La metodología se basa en una matriz interregional de insumo-producto derivada de la base OECD ICIO para 2022, con la Unión Europea agregada como un único bloque económico. Se estiman multiplicadores de producción, valor agregado y tributos, junto con sus efectos de desbordamiento interregional. Los resultados muestran una integración heterogénea entre sectores. Industrias como equipos de transporte, construcción naval, transporte aéreo y fabricación de vehículos presentan los mayores efectos de desbordamiento hacia la Unión Europea, reflejando su inserción en cadenas globales de producción. En contraste, sectores de servicios como educación, actividades inmobiliarias y servicios financieros presentan alta retención doméstica de los beneficios económicos. Se concluye que la participación en redes internacionales de producción no implica necesariamente mayor retención de renta y beneficios fiscales, destacando la importancia de distinguir entre expansión productiva y captura doméstica de los beneficios en la evaluación de la integración internacional.
