The objective was to present a set of guidelines for the pre-issuance of Green Bonds aimed at financing projects related to municipal solid waste (MSW) management and recycling in Brazil, focusing on strengthening the circular economy and promoting environmental sustainability. The study is based on a literature review regarding green financial instruments—such as Green Bonds—and public policies concerning waste management and recycling. The proposal includes developing a methodology to identify, select, and showcase eligible MSW management and recycling projects to investors. This methodology is grounded in technical and regulatory criteria that assess the environmental and social impact of projects, ensuring alignment with global best practices. Furthermore, strategies to attract domestic and international investors are detailed, highlighting the importance of transparency and guarantees regarding the use of raised funds. The results suggest that issuing Green Bonds has the potential to finance waste management and recycling projects, contributing to the mitigation of environmental impacts associated with improper waste handling and fostering economic benefits, such as job creation in the MSW management and recycling sector. However, the study highlights that achieving this requires aligning the indicative allocation of funds from the Sustainable Sovereign Bond issuance with the sector's structural needs and the regulatory mandates of the National Solid Waste Policy.
