Evolution of rural insurance subsidy policy in Rio Grande do Sul between 2006 and 2022.

This study aims to analyze the rural insurance subsidy policy in the state of Rio Grande do Sul from 2006 to 2022, focusing on spatial distribution, the profile of policyholders, and the insurance companies involved. The research seeks to understand the effectiveness of public policies, particularly the Rural Insurance Premium Subsidy Program (PSR), in promoting the economic security of rural producers in the face of climatic adversities such as droughts and temperature variations. The study highlights that rural insurance is an essential tool for the sustainability of agribusiness, especially in the context of Rio Grande do Sul, which has a wide diversity of crops, ranging from grains to fruit and viticulture. A log-linear trend and growth rate econometric model, along with market concentration indicators such as the Herfindahl-Hirschman Index (HHI), Relative Participation (PR), and Concentration Ratio (RC4), were used as methods to achieve the objectives of this research. The results reveal significant growth in both the number of policies and the subsidy amount over the years, particularly during the COVID-19 pandemic, which boosted demand for insurance, especially among small and medium-sized producers.
