Government policies and intergovernmental relations: the contribution of the national tourism policy to the territorial development of rural areas in Camboriú-SC

Abstract

The Federal Government, through the National Tourism Policy, defines the attributions in the planning, development and stimulation of the sector, in accordance with the constitutional principles of free enterprise, decentralization, regionalization and fair and sustainable economic-social development. This study reflects on the National Tourism Policy and the intergovernmental relations adopted by the Brazilian State, with a view to the development of rural areas, with a case study in the municipality of Camboriú/SC. The National Tourism Policy can be considered an instrument of participation. However, despite the measures to encourage rural tourism adopted by the municipality, it did not develop satisfactorily. One assumption is that among the limiting factors for such a situation is the absence, over the years, of the community organization for the development of such initiatives. Academic debate is necessary to stimulate interest in conducting research in this area.
